MRA e-invoicing in Mauritius: a practical readiness checklist
Use this checklist to prepare for MRA e-invoicing. Check whether your business is in scope, what your software needs, how invoices will be tested and who will support your team.

1. Check which requirement applies to your business
MRA’s rollout uses annual turnover exceeding each threshold: Large Taxpayers’ Department (LTD), MUR 100 million from 15 May 2024; Medium and Small Taxpayers’ Department (MSTD), MUR 100 million from 1 August 2025, MUR 80 million from 30 June 2026 and MUR 40 million from 1 September 2026. A written MRA notice may require joining irrespective of turnover or VAT registration. Confirm your category and notice with MRA.

2. Understand what makes an invoice fiscalised
An emailed PDF alone does not describe the MRA fiscalisation step. The Electronic Billing System (EBS) sends invoice details to the MRA Invoice Fiscalisation Platform (IFP). The platform returns an Invoice Registration Number (IRN) and QR code; the business then issues the fiscalised invoice. The IRN needs to be recorded and the QR code included in the customer document.

3. Separate software readiness from business onboarding
Developers and solution providers register, test and self-certify their EBS. The economic operator separately registers, completes prescribed tests and onboards its EBS. Successful onboarding generates an EBS MRA ID for live transmissions. Ask your provider who handles each step for your actual software and business.
- Identify the legal business and taxpayer details to be used.
- Record the billing application, edition, version and integration provider.
- Confirm which EBS instance and business premises are in scope.
- Keep production credentials with the authorised business owner; use a secure handover process.

4. Prepare a clean invoice-data sample
Before configuration, prepare an anonymised example of the documents your team uses. Your accountant should confirm tax treatment; your technical provider should map the agreed fields to the required format.
- Business and customer identification fields used in your invoicing process.
- Item descriptions, quantities, unit prices, discounts, tax codes and rounding.
- Invoice numbers and the relationship between an original invoice and any credit or debit note.
- The customer PDF or printed document and where the returned QR code will appear.
5. Test the whole workflow before go-live
Test in the designated test environment with your provider. Include an ordinary invoice, a credit note and debit note where used, incorrect data and a connection interruption. Check what the operator sees when a document is pending, rejected or successfully fiscalised. MRA’s functional specifications cover sequential offline invoicing and submission when connectivity returns; ask your provider to demonstrate the supported recovery process.
- Confirm that the returned IRN is saved against the correct document.
- Scan the QR code from the final printed or PDF invoice.
- Check how staff find a rejected document, correct it and confirm the final outcome.
- Agree who monitors unresolved items and who contacts the provider.

6. Agree ownership, training and the cutover plan
Name the person responsible for invoicing, the accounting reviewer and the technical escalation contact. Arrange a backup before any agreed system change, decide when the new workflow starts and rehearse the operator steps. Keep a simple log of issues during the first days and confirm how fiscalisation records and customer documents can be retrieved.
If your software has no standard MRA connector
Check your software version, available API or supported export, and the invoice fields it can supply. Agree how the IRN is recorded and the QR code reaches the customer document. Confirm testing, onboarding and responsibility for pending, rejected or duplicate submissions. If a reliable connection is not possible, compare another workflow or billing system.
- Prepare anonymised invoice and credit-note examples before the assessment.

How IT Works can help
IT Works helps businesses in Mauritius set up MRA e-invoicing with EBS Mauritius. If your software has no ready-made connection, we assess a tailor-made option. Tell us the software name and version, who supports it and how you issue invoices. We will explain what can be done and agree the work before starting.
Frequently asked questions
Do I need to replace my current accounting or billing software?
Not automatically. MRA notes that an existing ERP or billing system may be upgraded. Ask your provider whether your exact product and version can support the requirements, and compare that option with replacement.

What do LTD and MSTD mean in the rollout?
They refer to the MRA’s Large Taxpayers’ Department and Medium and Small Taxpayers’ Department. Confirm your taxpayer category with MRA rather than treating “LTD” as a company-name suffix.
Is provider registration the same as registering my business?
No. Provider EBS preparation and the economic operator’s registration and onboarding are separate parts of the process.

Does a QR code image on its own prove that an invoice was fiscalised?
Do not treat a decorative QR image as proof. The fiscalisation workflow must obtain the MRA fiscal data and place the returned QR code on the issued document.
Can IT Works help with our existing invoicing setup?
Yes. We help with setup, custom connections and staff training, working with EBS Mauritius. We check your software and invoice workflow before confirming the work.
What should I check if my platform has no MRA e-invoicing connector?
Check whether your exact product and version offers a supported way to exchange invoice data, then review the required fields and the return of fiscalisation results. A tailor-made integration may be possible, but feasibility, testing and onboarding must be confirmed for your setup.
